Thomas Edward Mann was born around 1827 in the district of Westminster, Middlesex. It is not known if he had any brothers or sisters. His father was Thomas Mann but the name of his mother is not known.

Thomas was a musician when he married Hannah Maria Keevill at St.James' church in Duke's Place at Aldgate in the City of London on 11 March 1851. Their address was given as Mitre Street which is close to the church. Hannah was the daughter of William and Elizabeth Keevill and she was born in Halifax Nova Scotia in Canada around 1831.

When the 1851 census was taken on 30 March, the couple were living at 15 Millbank Street in the bank of the river Thames at Westminster. The house was also occupied by the family of William R Shaw who was an official in the House of Commons.

Thomas and Hannah's six children were born in the borough of Westminster between 1852 and 1864. By 1871, the family had moved to St.Pancras.

By 1881, Thomas was a Professor of Music. He taught at The Royal Academy of Music between 1884 and 1892, playing both the French horn and the cornet-à-piston. According to his obituary in The Musical Times, he was virtuoso on both his instruments who probably had few equals. Also, between 1862 and 1897, he was a civilian tutor at the Royal Military School of Music at Kneller Hall at St.Margarets near Twickenham where he taught horn and althorn.

Thomas and Hannah were living at 13 Burton Road in Kilburn, just across the road from their grandaughter Evelyn Folker, when he passed away on 15 February 1897. Hannah died two years later.
